Council History

The Allohak Council was formed in 1990 when the Central West Virginia Council headquartered in Clarksburg, WV and the Kootaga Area Council headquartered in Parkersburg, WV consolidated. The original plan was for a three council consolidation to include the Mountaineer Area Council headquartered in Fairmount, WV but the Mountaineer Area Council withdrew early from the consolidation talks. Parkersburg was chosen as the headquarters city due to the fact the former Kootaga Area Council owned its office facility and the Central West Virginia Council rented its office.

The newly formed Allohak Council struggled under a combined debt that was brought equally by each of the former councils, however the board practiced good stewardship of its resources and over time started to relieve the debt. The debt load increased in the mid 1990’s when a new dining hall which was in dire need was built at Camp Kootaga. Again, the council practice careful management of resources and finally eliminated all of its debt in 2005. The Allohak Council has remained in good financial position having experienced surpluses in 2006, 2007 and 2008.

In recent years, the council has experienced growth in several areas including membership, board participation, council staff and several improvements to facilities at the Scout Service Center in Parkersburg and each of the councils camping facilities, Camp Mahonegon and Camp Kootaga.

Camp Mahonegon is 400 acres of West Virginia wilderness that played host to a Woodbadge course in 2006 “Extreme Adventure” camp for Venturers in 2008. Camp Mahonegon continues to serve Cub Scouts and families through the Highland District Day Camp and the fall Cub Scout Adventure Weekend. Camp Mahonegon also hosts many outside groups and organizations and serves as a weekend retreat for Cub Scouts, Boy Scouts and Venturers alike.

600 wild and wonderful West Virginia acres make up Camp Kootaga which has seen recent improvements in the program areas of camp. The Camp enjoys a brand new shooting sports complex featuring archery, rifle and shotgun shooting programs. A 30’ climbing tower graces the property and serves to thrill youth and adult members alike. Each year there is something new and exciting at the Three Eagles Scoutcraft Area. Foodservice has been much improved with the addition of juice machines, bulk milk coolers, convection ovens and new steam tables. Camp Kootaga serves as the Allohak Council Summer Camp where it has received an “A” rating consistently for 20 years. The camp is also host to Cub Scout summer camp, and the Fall Cub Adventure Camps. The camp is used throughout the year by Cub Scouts, Boy Scouts and Venturers alike.

The Allohak Council is governed by a board of directors which is elected annually in January. The council is a 501 (C) (3) organization under IRS Code and maintains a Scout Service Center at 1340 Juliana Street in Parkersburg. The Scout Service Center was built in 1966 and serves as the administrative offices for the Allohak Council providing critical program support to volunteers involved in delivering the activities and civic service advancement, camping and training programs of the Boy Scouts of America. The Scout Service Center also supports the membership, fundraising and administrative needs of volunteers. A full service and well stocked Scout Shop is also housed in the Scout Service Center fulfilling the needs of nearly 1,900 volunteer leaders and over 4,200 Scout families.

The Allohak Council has been recognized by the National Council, Boy Scouts of America as a National Quality Council for excellence in membership growth and retention, program delivery and strong stewardship of financial resources.
